2.3 Order of precedence. In the event of a conflict between
the text of this
specification and the references cited herein, the text of this
specification
shall take precedence. Nothing in this specification, however,
shall supersede
applicable laws and regulations unless a specific exemption has
been obtained.
REQUIREMENTS

3.1 Description. The mixer shall consist of a rotary soil tiller driven by a
diesel engine, hydraulic traction drive, an additive pump and spray bar, a
travel speed indicator, flow meter, and necessary controls all mounted on four
rubber-tired wheels. The mixer shall be equipped with a rollover protective
structure (ROPS) and falling object protective structure (FOPS). Dimensions and
capacities shall conform to table I:

3.1.1 Performance. The mixer shall be capable of performing all types of
soil stabilization to include bituminous stabilization using asphalt cutbacks
and emulsions, cement, lime, and choride. The mixer shall be capable of
operating at depths from zero through 10-1/2 inches (266.7 mm) dependent upon
soil classification and stabilization action required. The mixer cutting and
mixing width shall not be less than 76 inches (193 cm). The cut shall be
